LOCATION

The values ​​of the site and its urban morphology:
The position and form of the given problem is directly generated by the location parameters of the space itself. Its perimeter is an offset of the traffic solution, the intersection of the two important boulevards of the Municipality of Aerodrom: "Vidoe Smilevski Bato" and the boulevard Srbija. By disconnecting from the main roads, through the grassy zones we reach the gathering streets that touch the corner location. The area is a      1 \ 4 circle and its radius is open to the north-west side, while on the northeast side it is next to several administrative buildings P + 1. A neighbour building is planned on the south-western side.


ARCHITECTURE

The architectural model generated by the construction area itself, is a satisfaction of the project program given in the competition problem itself. It starts from the proto-elements of space: form and color, bringing the individual parts of the composition into mutual organic relations. The result of this procedure is the "internal legality" of the work itself. The main entrance of the building is provided on the northeast side. Another is predicted in the northwest. Both are equidistant from the central vertical core. All contents of the ground floor are in direct relation with appropriate pedestrian accesses to the building. The concept is quick access to the ground floor contents for each social layer, as well as visual transparency on each of the next floors. Municipality - Transparency - Citizenship. What should be noted in the design approach is that the traditional content unit "office" around which already known functional and spatial compositions are moved.


SHAPING

The dynamic expression of the form results from the emphasized expansion of the perforated, sheet metal, green membranes towards the external environment, which is additionally expressed both through the dimensions of the individual design element, as well as through the bay projections above the ground parties. In that way, through it, a union of the inner and outer space is created. The greening of the facade is created in stages. The triangular aluminum surfaces are directly applied to the structure itself, with a variable spatial coordinate, in order to be a suitable trajectory for the movement of the green creeper (Boston ivy, which is considered the least aggressive creeper, but which of course requires proper maintenance).
Maximum glass surfaces are a combination of low-e coating and double-layer insulating glass filled with noble gas, which reduces the heat loss coefficient by up to 70%. The material structural membrane is dimensioned according to the window openings and comfortable access is provided to it. In the lower part of the construction, plastic troughs are provided in which the nutrient substrate for the plant is located. Condensation from heating and cooling systems is their irrigation. The double-sided (inside and out) greening, contributes to the creation and improvement of the micro-climate, regulates the temperature (lowers the temperature up to 5 degrees), normalizes humidity, reduces energy consumption, performs air filtration and absorption of harmful gases, affect biodiversity and are an effective insulator against communal noise. This combination of botany and architecture inspired by the father of green philosophy Patrick Blanc, we consider necessary access to the specific location and is an aesthetic contribution to the cityscape.


ENERGY EFFICIENCY

Passive heating / cooling
The entire massive concrete in the construction itself will be a heating body, which will be treated with a network of pipes. The aim is to obtain low-temperature heating from the floor and high-temperature cooling from the ceiling. Additionally, floor fans are placed in the floor next to the panoramic windows, which should provide a curtain on the glass surface, regardless of whether they will cool in the summer or heat in the winter. Ventilation includes treatment with 100% fresh air to each room, through recuperative units, which aim to transfer energy from the air that is discharged with high efficiency, greater than 70%. In this way the needs for heat and cooling energy are reduced to a minimum. Geothermal Heat Pumps will be used as an energy source, which will transfer the accumulated energy in the earth's crust to the building itself, with minimal electricity consumption. For safe use in the facility, the water will need to be pre-treated in a quality treatment plant according to norms for use in public facilities. Wastewater is also treated according to ISO standards and norms, in a biological treatment plant for safe return of water to the return well - abyss. Depending on the needs, different types of droppers and sprinklers will be used, regulated according to the humidity of the earth, whether it is the grassy areas around the building or the greenery in the planters in the halls or on the facade itself...


...from the obtained analyzes, the land at the location provided for the construction of the new municipal building, abounds with groundwater that should be used as a basic source of energy, primarily as heating and cooling, and additionally to be used for connection with water supply and sewerage installation. , the hydran network as well as the irrigation system of the green areas. With such a complex system, the facility will be completely independent of existing city installations, using water from the earth's crust itself, achieving the continuity of an unusual cycle of returning used water. The underground with the layers of the earth's crust has the characteristic to absorb the returned water, which achieves continuous use of the same amount, ie the two wells will naturally connect in the depth by opening the so-called water arteries or water veins. The facility will still be connected to the city network which will be an additional option as security in case of any problem with the installed equipment.
In order for the building to enter the category of self-sustaining, ie passive building, part of the electricity needs should be provided by itself. The flat roof of the building itself will be used to install photovoltaic cells - absorbers for electricity production, but due to the limited area will provide only 30% of the needs. Additionally, a generator is being installed for electricity production, which will use natural gas as fuel, because it is already available on the site. The generator will also be an additional source of electricity, if EVN has a problem with the city network.
